Noel grew up in Battle Ground in Southwest Washington state. With the help of a PTA scholarship, Noel attended college and earned a Bachelor’s and Master’s degree from George Washington University in Washington, D.C. Since 2005 Noel has lived in the heart of the 36th Legislative District in Seattle’s Ballard neighborhood. Noel is the foster parent of her teenage cousin and is a PTA member at a local middle school. Throughout her career, Noel has demonstrated leadership and effectiveness in advocating for progressive issues and values. As Deputy Campaign Manager of Approve Referendum 71, Noel helped Washington become the first state to pass a LGBT civil rights measure by a vote of the people. Noel has been an active member of many progressive organizations including The Washington Bus, 36th District Democrats, King County Conservation Voters and is currently the Washington State Director of Progressive Majority.
